The Horned One is Eikthyr, who you will need to kill to progress further. The warning is to keep to the meadows as the trees (Black Forest) as more dangerous for now. It talks of the ‘many who have come before you’ letting you know that these are, like you, fallen warriors that Odin has chosen to bring to Valheim.
This is the first of many runestones, particularly relating to progression through the biomes and bosses. Ulf, Astrid and others have carved this message.
